Great write up as always. Incredible to think any city department using infrastructure as an excuse to limit organic growth.

Agree with you that pipe capacity should never stop appropriate development and I would love to have more pressure in my peninsula neighbourhood. However, if this stops or slows the random planting of 8 unit rentals in single family neighbourhoods, then I will have to rethink and consider Halifax Water an ally of common sense.
